Iran's Expediency Council Chairman Ayatollah Akbar Hashemi Rafsanjani says human resources are the most valuable assets of the country.
He made the statement in a meeting with academicians and university professors in Tehran on Sunday.
Human resources are even more important than oil, gas, and mineral reserves, he further said.
It is hoped that the ground is provided so that all the Iranian expatriate scientists can come back home, Rafsanjani said.
Earlier this month, Iranian Oil Minister Bijan Zanganeh said it is painful for him to see that Iranian experts are working abroad.
Some 300,000 foreign workers have entered Iran since the Iranian calendar year 1390 (March 2011-March 2012).
Iran must create 8.5 million new jobs in the next two years, Iranian Finance and Economic Affairs Minister Ali Tayyebnia said on November 19.
