Some are guessing the pills are used to save on prison guards due to budget cuts. The state has been ordering in anti-psychotic drugs at more than double the quantity of headache medicines like "ibuprofen". In some cases, children prescribed with such doses become suicidal and develop psychiatric disorders. Broward Public Defender Howard Finkelstein said, "This is the face of all these budget cuts; what happens when you eliminate social workers and prison guards." This scandal comes two years after a similar incident involving the drugging of foster kids.
