Rohani took the oath of office in parliament on Sunday, a day after he was officially endorsed by the Supreme Leader.

“We are open to substantial talks,” said Mr. Westerwelle, according to a press release on the website of his ministry. “We will monitor closely if this is the start to constructive willingness to talk,” said Mr. Westerwelle, and “we will gauge Iran by its actions.”

Germany is one of six global powers which have been negotiating with Iran about its nuclear program and economic sanctions imposed by western governments.
