He made the remarks in a speech at Friday prayers.
When one individual person gets addicted, the whole society is responsible, he said.
Iran is a neighbor to Afghanistan, which produces 95% of narcotics in the world, and if Iran does not take any action, the whole world will be harmed, he stated.
Referring to the international meeting on global efforts to combat narcotics which was held in Vienna in March, Fazli said Iran, Afghanistan and Pakistan are determined to enhance their cooperation in campaign against drug trafficking.
The three countries called on the international community, specifically the UN, to do more cooperation in this regard.
Elsewhere in his remarks, he said that 3,750 Iranian security forces have been martyred and another 12,000 have suffered life-long injuries in the campaign against drug traffickers.
