While visiting a women’s exhibition in Tehran on Wednesday, Shahindokht Molaverdi said that in the course of development, governments have shifted their approach to utilize human resources instead of natural resources. 
She added that empowering women requires certain conditions such as considering regional expertise, cooperating with concerned organizations, and taking into consideration small and home-based businesses.
