New singing Mohammad-Reza Khalatbari scored from the penalty spot just seconds before the break.
Persepolis striker Omid Alishah was also selected as the best player of the match.
Persepolis moved up to second place in the Iranian Professional League (IPL) standings table with 17 points after nine weeks, two points behind Foolad.
“Persepolis played well against Gostaresh Foolad but I believe that there is still room for improvement. We could have won with more goals,” Persepolis coach Ali Daei said in the post match news conference.
Elsewhere, Rah Ahan played out a goalless draw against Fajr Sepasi, Mes drew 2-2 with Foolad, Damash defeated Saba 2-1, Esteghlal Sanati lost to Sepahan 2-0.
