Third Development Plan Contains Serious Flaws: MP

TEHRAN (Mehr News Agency) — Rasoul Sediqi, the deputy chairman of the Majlis Budget and Planning Committee, here on Saturday criticized the compilation and implementation of the Third Five-Year Economic Development Plan.

“The Third Development Plan should be structurally revised before the next plan is prepared,” he said.

Sediqi, who represents Bonab in the Majlis, told the Mehr News Agency that the Third Development Plan was not comprehensive, adding that upper level managers were not provided with the necessary means to implement all the various aspects of the plan. He also said that parts of the plan’s text contained serious flaws.

He stated that according to the Third Development Plan, 760,000 employment opportunities should have been created, which was not achieved in practice because managers and directors of various organizations and institutions did not make the necessary preparations.

Sediqi went on to say that the Third Development Plan was inefficient and ambiguous on various issues such as the education of talented individuals and specialists, adding that the proposal to merge certain ministries and organizations in order to downsize the government was one of the aspects of the plan that was not implemented.

The MP also said that the fact that officials are not committed to implementing the Third Development Plan is hindering its progress.

Sediqi concluded by saying that drawing up five-year plans in a more comprehensive and meticulous manner would lead to more complete implementation of economic and social development plans.
