ANKARA -- Turkey's Higher Military Council convened Wednesday under the chairmanship of Prime Minister Bulent Ecevit for an annual meeting to determine the new top brass of the country's powerful army, as the threat of a U.S.-led war in neighboring Iraq continued to cause concern.
