One of the consequences of the population growth in any country, especially the young population is the spread of social maladies. On one hand lack of appropriate and sufficient facilities in different economic, social and cultural aspects and, on the other hand, unfamiliarity with the rights of individuals, has imposed numerous problems upon the community.

Working children, orphans, disabled and homeless children and juvenile delinquents are cases of vulnerable children.

The lecturer of Islamic Azad University in Qouchan, Mohammad-Abbas Saani, notes that studies show four parental models that can harm the children: oppressive parents, oppressive father and submissive mother, oppressive mother and submissive father, and, submissive parents. The children of these families are tense and vulnerable due to the numerous conflicts in them.

Farzaneh Tahmassebi, a manager at a kindergarten in northeastern city of Mashhad says that although genes can play a significant role in the occurrence of these maladies, however provision of a healthy and appropriate environment can have a positive impact. If the child learns to communicate and fulfill his needs in the healthy atmosphere of the family, his characteristics will develop and grow.

She adds that with due regard to the swift social developments, kindergartens can be the safest environment for the children to get acquainted with the values, accepted in the community.

Dr. Alireza Hojjatzadeh, Ferdowsi University lecturer classifies the maladies of children within three groups: Economic losses, which are due to intense financial dependency, social maladies and legal damages, which are due to the absence of rules supporting the children.

At the moment, correction facilities for children are the only available places in the center of provinces for the juvenile criminals were as in other Iranian cities the children are imprisoned with professional adult criminals.

One of the main steps in this regard, is the designation and ratification of supportive laws for children, amendment of some of the existing laws, as well as educating the children about their rights.

According to the statistical figures, there are 2 billion people below 18 years of age in the world, with one third of them being deprived of their social and individual rights. 600 million of these children are living below the poverty line, 120 million do not go to school and another 100 million are homeless.

According to the officials in charge of gathering the street children (homeless) in Tehran, 30 homeless children are added to the existing numbers, every day.

Homeless children are to be taken care of by the Ministry of Interior, municipalities and the Welfare Organization, so that this abnormal phenomenon would be uprooted in our community.
