Mashhad Mayor Supports Bill on Integrated Duty, Tax Payment

TEHRAN -- Mayor of Mashhad Ahmad Norouzi asked Majlis on Tuesday to take the requests of mayors into consideration while approving the bill on integrated duty and tax payment.

He proposed direct receipt of duties, non-receipt of duties on fuels by a single source, and non-reduction of the amount of duties levied on certain goods and services.

He said approval of the bill would make the amount of duties, received by municipalities, transparent.

The revenues gained from local citizens as taxes and duties would all be channeled to the public sector, with the Ministry of Economic Affairs and Finance standing as the custodian.

The latter segment of the bill has been objected to by the municipality on the ground that it disregards the authority of municipality branches and city councils in handling the affairs, reported IRNA.

The bill nullifies all the laws and regulations which allow the cabinet, associations, councils and other authorities, ministries, organizations, state-run firms and institutions and non-governmental institutions and foundations from levying or collecting duties and taxes from producers.

The direct taxation law, the law on management of Iranian free trade-industrial zones, the law on travel of foreign registered vehicles, highway duties, the law on duties on transportation and transit of foreign-made goods via Iran, the duties envisioned by the Third Five-Year Economic Development Plan (2000-2005) and the duties on ports and ships are exempted from the bill.
