France Out to Curb Brain Drain

TEHRAN The phenomenon of brain drain that has so far been affecting the poor and Third World countries is now also affecting some Western countries, including France. In a report published on Friday, the French daily ***Le Monde*** referred to the phenomenon of brain drain in that country, saying that a large number of university graduates with doctorate or engineering degrees leave France every year for other countries, particularly the United States, in pursuit of jobs and higher income. The daily added that the French minister of research had said at a conference in Lyons five months ago that Europe does not intend to turn into a training center for the youth to send them to those countries that have not taken any pains over their training. ***Le Monde*** stressed that France has had an increasing rate of brain drain in the past three years.
