Proposal to establish subsidy savings fund is unconstitutional: Larijani

TEHRAN -- Majlis Speaker Ali Larijani said here on Sunday that the administration’s proposal to establish a subsidy savings fund is unconstitutional.
Larijani stated that the parliament is opposed to the establishment of the fund, but the current situation is not an impasse because according to the Constitution, Supreme Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei has the right to make a final ruling on disputes between the three branches of government, and therefore he has the final say in this regard.
The debate between the Majlis and the administration has heated up as the president is opposed to the idea of linking the subsidy bill to the annual national budget.
In its proposed bill, the administration has stated that that the income gained from normalizing the price of energy and commodities should be deposited in a special fund.
However, the Majlis has said that the revenues must be kept in the treasury and spent within the framework of the annual national budget, which would allow the Majlis to supervise how it is spent.
After the Majlis voted against the proposal to establish a subsidy fund on November 3, the president wrote a letter in the parliament and presented it to the legislature’s presiding board announcing the withdrawal of the bill
