UNITED NATIONS Some Bosnian police officers have criminal records, while 40 percent are living illegally in other people's houses without the money needed to relocate, the United Nations reported on Tuesday. In helping to create a police force in Bosnia and Herzegovina, the United Nations is setting up programs to weed out police who have committed war crimes or other offenses. Registration was completed last month for 24,000 law enforcement personnel, with 9,300 granted provisional enforcement powers, said the report by Secretary General Kofi Annan. Some 1,600 were rejected because they were unqualified, were administrative personnel or had criminal records, and the rest were undergoing background checks.
