TERHAN -- Guardian Council spokesperson Abbas-Ali Kadkhodaii has said that the parliamentary ratification to use money from the Foreign Exchange Fund to develop metro is against the Constitution.

The plan is against the Article 75 of the Constitution, he said in his weekly media briefing on Saturday.
