COLOMBO Final preparations were being made Saturday for proposed talks between the Sri Lankan government and Tamil rebels, rebel radio said as carried by DPA. Norway's Ambassador to Sri Lanka, Jon Westborg, met Tamil rebel chief Velupillai Prabhakaran Saturday in the northern part of the country, the radio said. Westborg met Prabhakaran a day after he entered the rebel controlled Vanni region, 290 kilometers north of the capital, where the rebel leader has been living.
