Mazaheri said that the investigations carried out by a team of Iranian experts to Moscow indicate that human error was behind the accident, adding that the final results of the inquiry would be soon made public.

He said the reason behind the crash and the observance of rules and international standards by the CAO as well as the private and public companies in charge of transporting passengers were the most important fields of investigation.

The transportation minister Rahman Dadman, two of his deputies, seven MPs and some 20 others were on the flight, which crashed shortly after the pilot radioed to say that he would try an emergency landing in the northern city of Sari in Mazandaran Province.
