In his official visit with the president and the cabinet, in which he defined the principal characteristics of the new government, the Leader of the Islamic Revolution, Ayatollah Khamenei, emphasized government continuity in the next four years. He said that the situation for the government is more favorable and that the main task of the new government, as the government of work and action, should be the elimination of poverty and injustice. The Leader also delivered an important speech. Following is the full text of the speech:

There are also rare cases when the player has received bribes from the opposing team's coach. Thank God we haven't had such cases in our country, but it does exist in the world. The coach will quickly detect this because he observes that the player is not playing in a proper manner. A coach is straightforward and no player objects to him. You have to act like this in supervising your managers. Always make the necessary changes and do create your reserve pool as well.

I remember that I had once pointed out to some officials that they should train substitutes for themselves. If you do this, when you are put in a situation that prevents you from performing your duties, the substitute will continue the job. Some managers do not like creating a rival for themselves, ignoring the fact that one of the reasons that they are replaced is that they have not been successful in training skilled substitutes for themselves.

Do have reserves for the posts and replace them when necessary. I pointed out this fact during my presidency and have also witnessed in the ministries that our follow-up activities are not very efficient.

I said that I would like to see the president inaugurate this bridge in two years.

But Mr. Dadman passed away. Some of our friends who knew Mr. Dadman's family told me that he had said that the Leader asked him to finish the construction of this bridge in two years but that he would finish it in one year. His magnanimity was like this.

Now, the loss of people like him is a great loss.

I believe that he could have accomplished this and that Mr. Khoram, too, is able to do this.

Whenever we ask the ministers why the projects are taking too long, for example when they are expected to be completed in say three years and they take say eight years, they usually blame the Management and Planning Organization
