NEW YORK Deputy for International Affairs of Ministry of Post, Telegraph and Telephone (PTT), Mehdi Tabeshian, said on Friday that with the approval of the International Telecommunication Union (ITU), all members of the organization now have the right to use their orbital positions in the space. Tabeshian made the remark in Mineapolis, Minnesota, where he was attending the plenipotentiary conference of the ITU which met October 11-November 6 with participation of over 2000 experts from 185 states.
Speaking to IRNA on the closing day of the conference, he said that as a result of insistance of the Iranian delegation, the less developed and developing countries, particularly the oppressed people of Palestine were able to attain their communications rights. He said that during the conference the developed countries, which have registered many orbital positions in the space, tried to set a penalty for those underdeveloped and developing countries, which have so far failed to use their orbital positions, with the intention of depriving them from their own orbital positions.
However, he added, through the efforts of Iran and some other members, the proposal was rejected and instead it was decided that all countries should be able to use minimum of their telecommunications rights till November 2000. He further said that during the conference, Iran, which is the current head of the Organization of the Islamic Conference (OIC), held several sessions with the heads of OIC delegations to coordinate technical, administrative and financial affairs and to discuss the telecommunication rights of the Islamic states.
The Iranian delegation also made special efforts towards the issue of telecommunications of Palestinians and managed to get through an important resolution to the benefit of Palestinian nation. According to the resolution, the Palestinian delegation at telecommunications commissions on the Middle East will have voting right. In addition to this, Palestine will be provided with an independent international telecommunication code through which they will not need to make their international calls through Israel's telecommunication system.
Saying that the conference highlighted the equal right for all world countries for access to the space and peaceful use of space, he noted that some countries, mainly the developing ones, called on the ITU secretary general to interfere and halt the monopoly of the U.S. over Internet and make the union's council to take the necessary measures to end U.S. dominance over the network.
The plenipotentiary conference of the International Telecommunication Union is the supreme organ for making decisions in the union which sets policies on technical side of telecommunications in world. The previous session met in Tokyo four years ago. A seven-member Iranian delegation had taken part in the conference. (IRNA)
