BERLIN German Foreign Minister Joschka Fischer rallied parliamentary backing Friday for Germany to join a potential NATO force to disarm ethnic Albanian fighters in Macedonia. "Germany will not shy away from its responsibilities ... It does not have the right to stay on the sidelines. The credibility of German foreign policy depends on this," the foreign minister told the Bundestag.
