KUWAIT -- Arab League Secretary General Amr Moussa arrived in Kuwait on Wednesday bringing messages from a meeting he had on Saturday with Iraqi President Saddam Hussein, Reuters reported.

"I'm here to discuss with Foreign Minister Sheikh Sabah al-Ahmad al-Sabah the result of my visit to Baghdad," Moussa told reporters on arrival at Kuwait airport.

"I will convey a number of impressions and points which I see as important regarding the Kuwait-Iraq situation."

Numerous issues remain unresolved between the two neighbors since Iraq's invasion of Kuwait in 1990 and its subsequent expulsion following the Gulf War the following year.

Earlier on Wednesday an Arab League spokesman said Moussa would also meet with Kuwaiti Emir Sheikh Jaber al-Ahmad al-Sabah during his one-day trip and would convey several messages.

"He is going to Kuwait to consult with the Emir...and to meet the minister of foreign affairs to convey a number of messages with regard to the situation between Iraq and Kuwait," the spokesman said.

The spokesman declined to comment further, saying the situation was sensitive and required "quiet diplomacy."

"There is a problem. There are some differences that need to be resolved and we are working on it," he said.

The London-based Arabic Newspaper ***Al-Hayat ***had said before Moussa's talks with Saddam that they would discuss the fate of hundreds of Kuwaitis listed as missing since the 1991 Gulf War, a continuing source of friction between Iraq and Kuwait.

Moussa said on Saturday after meeting Saddam in Baghdad that the Iraqi leader had asked him to convey a new Iraqi initiative to the United Nations and Arab Leaders who will hold a summit in Lebanon in March.

Moussa's diplomatic moves come amid speculations that the United States could target Iraq in its drive against "terrorism" following the September 11 attacks on U.S. cities.
