Cyprus insists Turkey honor trade pact without conditions

LARNACA, Cyprus (AFP) -- Cyprus President Tassos Papadopoulos insisted that he would accept no preconditions for Turkey opening its ports and airports to Greek Cypriot traffic in line with an EU trade deal.

"We consider that Turkey's obligations to the EU are autonomous and independent of anything else and it must comply with them," the president said on his return from a visit to China. "There can be no link between Turkey's obligations and what is happening in Cyprus."

On Thursday, Turkey offered to open one major seaport and possibly an airport in partial respect of the trade deal, but there was confusion over whether strings were attached.

The Cyprus government was in no doubt that the offer was conditional on the opening of Tymbou (Ercan) airport and Famagusta port in the breakaway north, and described the offer as a "mockery".

The EU's executive arm, the European Commission, has asked for clarifications on the Turkish offer but Finland, current holders of the bloc's rotating presidency, has already made clear it does not go far enough.

"What Turkey has said is not enough...Turkey has not fulfilled its commitments," Finnish Prime Minister Matti Vanhanen told reporters of a requirement that Turkey extend a customs union with the EU to all members, including Cyprus.

"It failed to win support and it was obvious to everyone that it was an attempt to divert attention," said Papadopoulos.

The European Commission has recommended that the bloc suspend part but not all of Turkey's membership negotiations if there are no concessions from Ankara, a response which the Cyprus government says does not go far enough.

EU foreign ministers are to meet in Brussels Monday to try to find a consensus ahead of what could be a fractious EU summit on December 14-15.
