PARIS President Jacques Chirac lashed out Sunday at France's Food Safety Agency, calling it irresponsible for issuing a warning about a possible madcow disease spillover to sheep and goats, AFP said. He said the warning amounted to an invitation to panic. Chirac, opening France's annual agricultural show in Paris, said all necessary precautions for sheep had been in operation for a long time and there was "no new element" to justify last week's warning by the agency AFSSA.
