Mashhad mayor urges global urban forum to condemn attacks on civilian infrastructure

TEHRAN - The mayor of the Iranian city of Mashhad has issued an open letter to participants at the 13th session of the World Urban Forum in Baku, calling for international action against attacks on civilian infrastructure in West Asia and warning against what he described as the normalization of violence against noncombatants.
